In these types of failures, it's the bank that issued the card or payment method that is stopping the transaction from going through.
There are a lot of different reasons why this may be (e.g. some banks have restrictions on international transactions by default), but don't worry! All you will need to do is contact your bank to let them know that you would like to make this payment and they will usually be able to remove any restrictions for you so you can go ahead and place a new order.
